    Description

    EMERGENCY HOUSING PROGRAM

    This program provides assistance to households earning less than 60% of the median income in Columbia County. C.A.T. serves a variety of populations, including under-educated and under-employed single parent households, children & youth, senior adults, and adults with permanent physical and psychiatric disabilities.     WEATHERIZATION

    For the past twenty-eight years C.A.T. has operated a weatherization program for households with annual incomes at 125% or less of the poverty level. Both home owners and renters qualify for the program whose incomes do not exceed the 60% of the statewide median. Program currently operates in Columbia, Clatsop, and Tillamook Counties. C.A.T. has invested over 3 million dollars in weatherizing 1,300 homes. For more infor- mation call 503.397.1675.

     



    HOUSING REHABILITATION

     
    For the past twenty years C.A.T. has worked with local public jurisdictions, e.g. cities, and counties to obtain and expend Community Development Block Grant funds on housing rehabilitation. No-interest, deferred payment loans (no payment until house is sold) are given to qualified home owners. Qualification is based on a household income that is 80% or less of the county’s median income. Programs currently operate in Columbia County, Clatsop County, and Tillamook County.     HOUSING DEVELOPMENT


    Over the past ten years, C.A.T. has become a developer of affordable housing and expanded on its previous experience developing community facilities. C.A.T. has developed or assisted with the development of 189 units of new, affordable housing, developed three community facilities and in the process of developing three others. Eligibility for these programs starts at 50% of the county’s median income. Two years ago, C.A.T. branched out into land development and direct housing construction through the Self Help Housing Project. Homeowners who qualify, buy houses planned and developed by C.A.T. staff using what is called “sweat equity” as their down payment.
